On November 28, 2019, the Second Chairman's Meeting of the Third Session of the Guangdong,Hong Kong & Macao Arbitration & Mediation Alliance (hereinafter referred to as the "Alliance") was held under the above background. The chairman's meeting was hosted by the Arbitration Center of the Macau World Trade Center. Representatives from 15 alliance member institutions in Guangdong, Hong Kong and Macao attended the meeting. Liu Dexue, Director of the Legal Affairs Bureau of the Macao Special Administrative Region Government, and relevant experts from the Legal Affairs Bureau, and the first chairman of the alliance, Barrister Su Guoliang, attended the meeting as special guests.

Director Liu Dexue delivered a speech at the beginning of the meeting. He first welcomed the representatives of member institutions of the alliance to Macau and congratulated the convening of this meeting. In his speech, he said that the "Outline" has clearly set a diversified dispute resolution mechanism as an important strategic goal. Over the past year, the governments and arbitration and mediation institutions of the three places have closely focused on this goal and made concerted efforts in system building, institution building, and system building. In terms of mechanism innovation, progress has been made and accelerated. Macau has just passed a brand-new arbitration law, which closely follows the provisions of the United Nations Model Arbitration Law, absorbs advanced experience and practices, and better serves market needs. In addition, a new mediation law is also being drafted. He hopes that in the future, Macau can use its own advantages to strengthen cooperation with other arbitration and mediation institutions in the Bay Area, achieve complementary advantages, dislocation development, and ultimately achieve a strong alliance and enrich the new practice of one country, two systems.

The meeting reviewed and approved the roster of the alliance's joint mediators in order to further give play to the role of professionals in Guangdong, Hong Kong and Macao in dispute resolution and strengthen cooperation in the rule of law in the Greater Bay Area. At the meeting, Cao Yi, Deputy Secretary-General of the Alliance Secretariat and Deputy Director of the International Cooperation and Development Division of the Shenzhen International Arbitration Court, interpreted the contents and contents of the "Guangdong,Hong Kong & Macao Arbitration & Mediation Alliance Dispute Resolution Rules" to the representatives of the member institutions of the Alliance and the experts of the Macao Legal Affairs Bureau. Significance, further explored the use of rules and case management procedures. According to the “Articles of Association” of the alliance, Guo Jian’an, chairman of the Commercial Mediation Committee of the Hong Kong Chinese Enterprises Association (Chairman of China Legal Services Hong Kong Co., Ltd.), was nominated as the fourth chairman of the alliance and was unanimously approved by the members of the chairman meeting. Under the new historical opportunity of building the Guangdong-Hong Kong-Macao Greater Bay Area, the member institutions of the alliance will make concerted efforts to bring the Greater Bay Area’s dispute resolution cooperation into a new stage through the joint construction of a mechanism platform, and give better play to the alliance’s role in the Greater Bay Area.
